Tube-and-clamp pipe scaffolding for facade and exterior work, with the DOB permit filed for you, across all five boroughs since 2004.
Pipe scaffolding, also called tube-and-clamp or tube-and-coupler scaffolding, is built from steel tubes joined by coupling devices rather than pre-welded frame sections. That construction is what makes it adaptable: it follows an irregular facade, works around setbacks, and goes up on tight lots where a standard frame footprint wouldn’t fit.
Pipe scaffolding is well suited to facade repair, masonry restoration and exterior work on buildings where the shape, setbacks or available ground space require a flexible layout.
Three scaffold systems commonly considered for NYC exterior work are not interchangeable:
The right system depends on the building, access conditions, available ground space and the work being performed. We’ll assess those factors before recommending a setup. See the full breakdown on scaffolding services.
In 2025, we installed pipe scaffolding at 201 S 4th St in Williamsburg, Brooklyn (11211). The project provides a documented example of our tube-and-clamp scaffolding installation in Brooklyn.
We assess the facade, ground conditions, access and the areas the scaffold needs to reach before the installation is planned.
Where the applicable code requires drawings from a registered design professional, those plans are prepared before filing.
We handle the applicable DOB filing as part of the project.
The scaffold is erected tube by tube under the required supervision, with building ties, guardrails, toeboards and debris protection as required by the project and applicable rules.
We inspect and maintain the scaffold during the rental period as required for the work.
When the project is complete, the scaffold is dismantled in a controlled sequence and removed from the site.
We handle the applicable DOB filing as part of the project. Tell us your building address and expected start date.
The requirements for pipe scaffolding depend on the scaffold configuration, height, loading and equipment involved. These are some of the NYC Building Code and federal OSHA provisions that may apply.
| What It Means | Source |
|---|---|
| Supported scaffolds and sidewalk sheds are governed by NYC Building Code Chapter 33 | BC §3314.1.1 |
| A permit is required for a supported scaffold over 40 feet, or one under 40 feet with hoisting equipment rated over 2,000 lb, a load rating over 75 lb per square foot, or outrigger construction | BC §3314.2 |
| A registered design professional must design the scaffold unless it's under 40 feet, not an outrigger, and rated light, medium, or heavy duty | BC §3314.3.1 |
| Workers who erect, maintain, or use a supported scaffold must complete DOB-approved training | BC §3314.4.5 and §3314.4.6 |
| Tube-and-coupler construction has its own federal requirements for couplers, building ties, and bracing, on top of the general supported-scaffold standard | OSHA 29 CFR 1926.452(b) |
| A tube-and-coupler scaffold over 125 feet needs a registered professional engineer's design under federal law, a separate threshold from NYC's 40-foot permit trigger | OSHA 29 CFR 1926.452(b)(10) |
All supported scaffold and sidewalk shed filings go through DOB NOW: Build. The requirements that apply to a particular scaffold depend on its height, configuration, loading and equipment. We’ll identify the applicable filing and design requirements during the project assessment. For permit detail, see how we file scaffold permits; for inspection detail, see scaffold inspections.
When pipe scaffolding is installed above a public sidewalk, the project may also require pedestrian protection at sidewalk level. We can coordinate the scaffold and sidewalk protection as one project.
If your project needs both, see our sidewalk shed installation service.
Best Sidewalk Shed & Scaffolding, based at 8808 Foster Ave in Brooklyn, has installed pipe scaffolding across Manhattan, Brooklyn, Queens, the Bronx, and Staten Island since 2004, with 24/7 emergency response and an average 2-hour arrival. See where we work.
Pipe scaffolding is assembled tube by tube with couplers, allowing the layout to adapt to irregular facades, setbacks and restricted sites. Frame scaffolding uses prefabricated sections and can be suitable for straighter walls with clear ground access.
Yes. We file the permit through DOB NOW: Build as part of the installation, not as a separate add-on.
Yes. We install both the scaffold and the sidewalk-level protection, coordinated as one job. See sidewalk shed installation.
Send us the building address, the area of the facade you need to reach and your expected start date. Best Sidewalk Shed & Scaffolding will assess the project and provide a pipe scaffolding quote.
