We are a Brooklyn scaffolding company. We’re a Brooklyn scaffolding company that works in Manhattan: pipe scaffolding, sidewalk sheds, and the temporary fencing and Jersey barriers that go around them.

Plan for three things on a Manhattan job. Winter embargoes suspend permits. Shed permits now last 90 days. And any tenant on the ground floor notices every month the shed stays up.

Planning around Manhattan's construction embargoes

DOT suspends street and sidewalk construction permits in parts of Manhattan every winter and around big events. The Street Works Manual suspends active permits in an embargoed area and bars new approvals. Apart from emergency work, a waiver from DOT’s Office of Construction Mitigation and Coordination is the only way through.

The holiday embargo usually starts around mid-November and runs to January 2. Last winter’s ran from November 15, 2025 to January 2, 2026. Events add their own. In 2025, permits around the Thanksgiving Day Parade stopped from November 18 through 27. For New Year’s Eve 2024, DOT embargoed Midtown between West 34th and West 59th Streets and between 6th and 8th Avenues from December 24 through January 2.

DOT usually posts the exact dates and streets in mid-October on its construction embargoes page. If a facade repair needs protection before mid-November, start now. Planning a Manhattan job before the embargo? Send us the address and cross streets.

Sheds and storefronts: the 90-day clock

The city has put a price on what a shed costs a storefront. A 2024 city study using Mastercard data found cardholders spent $3,900 to $9,500 less each month at businesses in Manhattan buildings with sidewalk sheds. Restaurants and bars saw weekly transactions fall 3.5% to 9.7% in the six months after a shed went up.

The city’s answer was tighter rules. Sidewalk shed permits used to run a year. They now expire every 90 days. Each renewal costs $130, most add a $90 progress report fee, and a registered design professional files that report. DOB expects to start charging graduated monthly penalties in early 2027 for sheds that stay up past 180 days without active work or timely repairs.

For a building with retail at street level, that changes the planning question from how soon a shed can go up to how soon it can come down. Line up the engineer’s scope, the repair contractor and the filing before DOB issues the permit, because the 90 days start on issuance. Full rules are on our sidewalk shed rental service.

What we need to quote a Manhattan job

Cross streets matter in Manhattan because DOT sets embargoes and event closures block by block. Send:

  • The building address and nearest cross streets
  • The service you need, and whether the work comes from an inspection report or a DOB notice
  • Whether the ground floor has tenants, and what kind
  • Your start date and how long the work will run

FAQs

It depends on whether the work needs a DOT construction permit and whether your block is on the embargo list. If the work needs a permit on an embargoed street, DOT suspends active permits and approves new ones only by waiver. Applications in the holiday window carry an extra $135 review fee, and approval isn't guaranteed

Emergency work can proceed with an emergency authorization number. Send us the address and cross streets and we'll check them against DOT's list.

Ninety days, and then it expires. Nothing renews on its own anymore, so someone has to file and pay $130 every time. Most renewals also need a $90 progress report from a registered design professional. If a shed stays up past 180 days with no active work or slow repairs, DOB expects to start charging the owner a monthly penalty in early 2027.

Call (718) 256-2828 at any hour and have the address and cross streets ready. Our crews average two hours to a site. That number covers jobs all over the city, so your block could run shorter or longer.
