Suspended scaffolds and swing stages for high-rise facade access in all five boroughs, with the DOB paperwork handled. Working from Brooklyn since 2004.
A suspended scaffold is a work platform that hangs from a support on the roof or a setback and works the wall from above. Most crews call the common form a swing stage: a platform on lines that they raise and lower along the facade.
The support decides the setup. Three kinds anchor the lines:
Choose a suspended scaffold when the facade is tall or the sidewalk and setbacks leave no room to build from the ground. Lower walls with clear ground at the base suit a supported system. Our scaffold types guide compares both.
DOB sets supervision, training, filing and inspection rules for suspended scaffolds. This table follows the DOB’s Suspended Scaffold Tips page and NYC Building Code §3314, checked October 2026.
| Requirement | What NYC Requires |
|---|---|
| Supervision | A designated foreman, licensed sign hanger or licensed rigger stays on site the entire time the scaffold is in use. |
| Worker Training | A 16-hour Department-approved course, plus a Certificate of Fitness from the supervising licensed rigger or sign hanger. |
| Foreman Training | A 32-hour Department-approved course with a DOB-issued ID card, plus an 8-hour refresher every four years (Building Code §3314.4.5.3). |
| DOB Filing | Outrigger beams need a CD-5 application filed with the Cranes & Derricks Unit. Outrigger beams and C-hooks both need notice to the Buildings Department before use. |
| Inspection | The scaffold gets a checklist inspection before each shift and after any event that could affect its structure. It stays out of use until it passes, and the checklist stays on site (§3314.4.3.4). |

Ask any contractor who will supervise your job, and ask for that person’s license or ID card number. Looking for the training course? DOB lists its approved providers on the same page.
Call (718) 256-2828 with the building address and the number of stories.
We prepare and file the DOB paperwork the job needs, including the CD-5 for outrigger beams. You send the building address, the number of stories and the type of facade work. We review the project and talk through the access you need.
NYC’s facade inspection program (FISP, Local Law 11) puts taller buildings on a recurring inspection cycle. A swing stage puts the inspector and the repair crew within arm’s reach of the wall. When an inspection flags an unsafe condition, the sidewalk below needs protection while repairs run, and our sidewalk shed rental and installation covers that side.
Facade repair or inspection coming up? Tell us the building height and timeline.

A swing stage is the most common suspended scaffold: a platform on lines that crews raise and lower along the wall. The term suspended scaffold covers every platform that hangs from a roof or setback support.
A designated foreman, licensed sign hanger or licensed rigger stays on site the entire time the scaffold is in use. Ask any contractor who that person is on your job, and ask for the license or ID card number.
Yes. Workers complete a 16-hour Department-approved course and hold a Certificate of Fitness from the supervising licensed rigger or sign hanger. Foremen complete a 32-hour course and carry a DOB-issued ID card.

Pick suspended on tall facades and on sites where the sidewalk and setbacks leave no room to build from the ground. Pick a supported system on lower walls with clear ground at the base. The scaffold types guide compares both.
Looking for the training course itself rather than a contractor? DOB's approved suspended scaffold training providers are listed on their site.
Send the building address, the number of stories and the type of facade work. We review the project and talk through the suspended access it needs.
